Angela Lucas is a dedicated advocate for advancing clean energy initiatives within Tribal communities. As the Program Manager for the Tribal Energy Leadership Fellows (TELF) at the Alliance for Tribal Clean Energy, Angela draws on more than two decades of experience in workforce development, education, and stakeholder engagement to her work developing innovative pathways that empower emerging leaders in the clean energy sector within Tribal communities.
Angela’s career spans diverse roles that have uniquely positioned her for this work. Her background includes workforce development with individuals with disabilities, district management overseeing operations across multiple states, and curriculum development at the Indiana State Museum, where she worked directly with Tribal Nations to create K-12 and adult programming that accurately represented Indigenous cultures, lifeways, and treaty impacts. She deepened her understanding of Tribal sovereignty and energy development through her role at the National Conference of State Legislatures (NCSL), where she engaged directly with Tribal leaders on energy and infrastructure initiatives across Tribal lands.
Most recently, Angela served with the Council for Adult and Experiential Learning (CAEL), bridging the gap between education and industry in the energy and telecommunications sectors. She led curriculum councils, facilitated collaboration between employers and higher education institutions, and developed pre-apprenticeship programs supporting registered apprenticeship pathways. Angela holds a bachelor’s degree in Native American Social History and master’s degree in Nonprofit Leadership from Saint Mary of the Woods College.
