Preferred Provider Program℠
The Alliance for Tribal Clean Energy’s Preferred Provider Program℠ (PPP) is a first-of-its-kind initiative that helps clean energy companies build the cultural awareness, relationships, and practices needed to work ethically and effectively with Tribal Nations. Providers accepted into the program join a growing network of companies and Tribal Nations committed to advancing energy sovereignty, community wellbeing, and mutually beneficial clean energy development.
How The Program Works
Each applicant is reviewed by technical experts using a rigorous evaluation framework and must complete Pathways to Trust: A Learning Journey Towards Equitable Tribal Partnerships℠, the Alliance’s cultural awareness curriculum developed by Indigenous faculty. Providers are then designated as:
- Preferred Providers — Companies with verified, successful experience collaborating with Tribal Nations
- Provisional Providers — Companies new to Tribal work that meet Alliance standards and complete required training
Program Benefits
Participation in the PPP℠ offers:
- Credibility in Indian Country – Providers are recognized for meeting Indigenous-led standards of cultural awareness and ethical engagement
- Listing in the Preferred Provider Directory – A resource for Tribal Nations seeking culturally prepared, technically capable partners (not a certification or endorsement)
- Ongoing Learning & Support – Access to five levels of Pathways to Trust℠ training, webinars, workshops, and Indigenous-led learning spaces
- Visibility & Relationship-Building Opportunities – Participation in Alliance Tribal convenings, including Tribal Energy Evolution Summit℠ (TEES), the Tribal Clean Energy Finance Forum℠, and the Tribal Clean Energy Symposium℠ @ RE+.
Membership
PPP℠ participation is structured as a membership-based program. Details about membership terms, training requirements, and next steps are provided once a provider submits an inquiry. Reduced or no-cost participation is available for Tribal-owned businesses and Tribal member consultants
Commitment to Tribal Sovereignty
The PPP℠ safeguards Tribal interests by holding providers to high standards of cultural and professional competency. All engagements between Tribes and providers remain independent relationships. Participation in the PPP℠ is not a certification, endorsement, or guarantee of project opportunities.

Pathways to Trust℠
Pathways to Trust℠ is a comprehensive professional development curriculum designed to prepare individuals and organizations to build effective, respectful partnerships with Tribal Nations. Developed by the Alliance for Tribal Clean Energy, this program addresses the critical knowledge gaps that often undermine cross-cultural
collaboration and provides practical frameworks for developing successful working relationships with Tribes.
Philosophy
This specialized curriculum is built on the principle that successful, equitable Tribal partnerships require more than good intentions — they demand understanding of Tribal sovereignty, governance, history, and contemporary realities. Rather than treating cultural competency as a checkbox, the program positions ongoing learning and authentic relationship-building as essential professional skills that lead to more respectful, equitable and successful engagement with Tribal Nations and communities.

- Federal and state government employees working with or within Tribal communities
- Legal professionals and consultants navigating Tribal law, sovereignty, and jurisdiction
- Project managers and community liaisons seeking to build meaningful cross-cultural partnerships
- Nonprofit organizations and social service providers serving Tribal communities
- Businesses and contractors engaged in economic development or project work in Indian Country
Curriculum Structure
The full Pathways℠ program consists of five interconnected modules, each approximately four hours in length, for a total of roughly 20 hours of content. The modules are designed to build foundational knowledge progressively, with each session deepening understanding and reinforcing skills developed in earlier modules. The full program is available for both in-person and virtual instructor-led delivery.
For those seeking a self-paced option, Levels 1 and 2 are currently available on the Solar Energy Industries Association (SEIA) online learning platform. Levels 3 and 4 will be available in Spring 2026, and Level 5 in Fall 2026.

- Recognizing historical trauma and its contemporary impacts
- Identifying patterns of resistance, resilience, and adaptation
- Connecting historical context to present-day partnership challenges
- Cultural Competency
- Identifying and addressing implicit biases and misconceptions
- Respecting diverse governance structures and cultural protocols
- Adapting communication styles to different cultural frameworks
- Building authentic relationships that go beyond transactional interactions
- Partnership Skills
- Conducting appropriate research and preparation before engagement
- Participating in meaningful and respectful consultation processes
- Creating mutually beneficial partnership structures
- Developing long-term, trust-based relationships with Tribal nations and communities
Key Themes and Principles
- Sovereignty-Centered Approach — All modules ground Tribal-federal-state relationships in the principle of Tribal sovereignty, moving beyond paternalistic frameworks to recognize Tribes as governmental partners in every sense.
- Diversity Recognition — The curriculum consistently highlights the tremendous diversity among the 574 federally recognized Tribes, challenging homogenizing assumptions and encouraging Tribe-specific learning and engagement.
- Historical Consciousness — Historical context is woven throughout the program to illuminate contemporary Tribal priorities, concerns, and partnership approaches — connecting past policies directly to present realities.
- Practical Application — Each module incorporates real-world examples, case studies, and actionable strategies so participants can immediately apply their learning in professional contexts.
- Ongoing Learning Mindset — The program frames cultural competency as a journey rather than a destination, encouraging continuous growth, education, and relationship-building over time.
